    Mercury 1983 40 hp Linkage? Throttle?

    My motor starts and runs great but will not throttle up. When I am at the dock and using my starting level the motor will scream. When I put into gear I can only get a high idle. Linkage issue? not adjusted right? cable stretched? Thanks Joe
