    weak ignition on a cyl will show up just by feeling the heads with your hand. just because you can't trip limp mode in the driveway doesn't mean you can't detect the cause.

    i would warm it up on muffs and feel the cyl heads to make sure they're all hot to the touch. an adjustable gap spark tester will show if the spark is strong enough to be eliminated from the problem list, set gap to 3/8...

    you haven't proved its firing on both cyls under load. compression is excellent, carbs are rebuilt, great. spark on both cyls is nice but you haven't proved its not dropping spark under load, a spark gap tester set to 3/8 inch will help. so far the problem is a perfect description of an engine...

    when it begins to fade give it a quick choke to see if its leaning out. it might be gagging on exh fumes, run without the hood to see if it runs better.

    how do you know it was flooded, did you pull the plugs and crank the excess fuel out of the cyl's ? i flooded my 150 in Boston harbor by accidentally leaning against the choke whilst under way, i held the throttle wide open and cranked it to clear the cyl's and it restarted ok. test the float...

    you can simulate heat stroke with a hair dryer if you have 120v at the dock. use an IR gun to see what temp it cuts out , and check cooling . it does sound like the PP is failing.

    you have spark, try a bit of gas in the spark plug holes.

    its peeing fine until I open the throttle and throw all the water out, thats why I only ran it briefly.
