That "white corrosion" is aluminum oxide and you MUST get every single bit of that off.

Sanded and soda blasted and then using compressed air the paint kept peeling off with the air so I'm gonna strip it down to bear metal...

Unplugging the wire does nothing. Stays pinned high with key on or off. Stays pinned low with engine running
