Thanks everyone, I haven't had a chance to test yet as I was waiting on new power steering hoses. I have also installed a new pump (I swapped the valve over, hopefully that isn't the issue). I'm going to hook it up to another actuator and see if either one will work.
Thank you for the response and diagram! I rebuilt this unit last year and was pretty pleased with the result. I'm not saying I did it right, but I'm pretty sure I didn't do it wrong.
