Just picked up a 55lb thrust T/M foot pedal control. I don't know how to wire this thing. It has three wires Red, black and white. Do I wire it direct to the battery and if so what order.

Can a outboard carb. on a 1980 20 hp Merc. actually flood? Engine would not start last night but fired right off this morning. After engine runs for 5 minutes it will not restart until carb. is drained. Could this be a float issue?
