This is something I came across on my 90. The starter gear was stripped. It sounded like it was cranking. But it really wasn’t. I put a piece of tape on the flywheel to clearly see how fast it spins. For me it a pinned a bit, then stopped, then spinner again. Never can start like that.

I have the same motor. I have had that bogging issue like you described. My problem was with the primer bulb. Seemed like maybe the check valve was weak. My carb and pump were rebuilt too. When the motor bogs pump the primer bulb. If it picks up power then that should be it.
The vacuum pulling in small amounts of water makes more sense. I leave the boat in the water all year, so that heat must be from operation.
Is the repair as simple as pulling off the LU and prop and sliding in new seals?
