This engine is a 1984 and it runs well. It is on a 19 ft 1984 Bayliner Capri Cuddy 1950C. The RPM's are above 4000, sometimes near 5500, so I don't think this is the problem. I have thought about getting the carb rebuilt, but didn't know if this would help. I haven't used the boat for skiing...
