The water flow from the pee hole is very intermittent on my 35 hp ('80) Johnson. I pulled the line, to the cowel, off and it is not plugged. Do I need to change my water pump or do these get plugged up easily?

My 1980 35hp Johnson outboard filled the engine compartment up with water. Water was actually coming out aroud the motor cover seal. I pulled the spark plugs and the cylinders were full of water. Any ideas on the root cause?
