The Trim Tab anode has a hole in it that water flows through. Is that hole needed?

i was having an issue with my starter. Clicking but not cranking. i replaced the starter but still have the same issue. When i turn the key my volts are at 12V but when i try to start it drops to 0. If i turn the key off then back on it goes back to 12V. any ideas? I even tried jumping...
