    low rpms slow pickup

    I recently purchased a winterized 1988 200 hp merc. I changed the plugs along with the fuel/water separator filter. All my cylinders are firing, yet I have very slow pickup and the engine will only run up to 3000 rpms though it seems to run fairly smooth? any suggestions.
