stuck in reverse changed lower unit lube and also pulled side plate. linkage moves fine.just wont go into neutral or forward.any ideas ?

Hubby is on the lake right now. The motor is stuck in reverse. He went from neutral to reverse then to forward and it is stuck in reverse.
