I know this isnt a good prop to pad picture, but boat is winterized and put up so best I have. But I am wondering if the motor being too low is my issue, i can trim completely up and just throw a 15ft rooster tail without the prop blowing out and only turn about 5200 rpms.

My Bullet is extremely slow out of the hole with a 78 200 Evinrude with a jackplate turning a 24 p Turbo prop, I feel that my motor could be mounted too low. Where should my prop shaft or cavitation plate in relation to the pad on my boat?
I am almost completely rebuilding the lower unit on my 1978 Evinrude 200 including a new gear set. Does anyone know what the gear clearance is supposed to be on this model boat?
