I'm confused on what makes a choke close on a Weber 9665s carb. This carb has a diaphragm pull off with a bimetallic automatic choke. No electric here.
How does the choke close on initial startup ?
My guesses -
1- Done by moving the throttle forward but I can't find what is missing.

What I have done so far.
Battery Tested good at shop.
Cleaned all connections-
Did voltage drop test 1.514v at Ground , .543v at Positive. ( I know they're high, read on )
Voltage at battery when cranking 10.6v , voltage at starter 10.45v
I'm starting to think the starter is causing the voltage...
I just bought a used boat and have it docked at a marina. My question is should I leave the bilge pump on ? Heavy rain is expected tomorrow and I plan to turn the pump to auto from now on. Will it be ok ? It has full camper canvas up now so it's not sitting open.
