You can try a good orbital buffer with a cutting compound first. I tried that route but needed to wet sand my whole boat and then machine buff. Lots of work but it turned a pink boat bright red!

It leaks around the plastic piece, not through the actual plug. I bought the boat and it had a bunch of regular silicone around it. So can I replace the whole thing and fix this correctly? Is this how they came from the factory?
