I have an Evinrude 9.9 that wouldn't start. If the fuel pump is NOT connected to the engine, I can get it to start but only at fast idle. If I connect the the fuel pump, I can't get it to start at all. If I connect the fuel pump while it's running it stalls. I rebuilt the fuel pump but it does...
