Out in the skiff today and my 2002 T 25hp is revving up on the top end while losing speed. Is this a thrust bearing or "hub" in the prop? Can that be easily replaced?

3.0 turns over pitifully slow, checked batteries and full charge, have full voltage on wires to starter. Read posts and thought it was most likely bad starter so I replaced it tonight, same thing. Noticed the tach needle was spinning completely around when cranking. Any thoughts, suggestions...
