I recently bought an 18hp Merc. Starts fine, runs fine, but with the throttle wide open it surges. From a stop I get to 19-20mph, then it goes between 16-18mph. Any thoughts? I have new gas in the tank. It's on a 14' Princecraft Fisherman aluminum.
