I have a 95 Stratos 278 fs with a 95 Evinrude 150 the boat has always run 60 mph or better this year the first time out it took forever to plane and I noticed that the highest rpm i could get was about 4000 and 40 mph i changed plugs checked fuel lines etc still same problem was messing around...
