It seems the standard for most small outboards is 15'' Short and 20" for long shaft. my question is the measurement is taken from the underside of the engine mounting bracket from the top of the transom down to ...? the water level? Also, the Tohatsu 9.9 2 stroke conversion to 15hp I see...
