Was given 9.9 '76 Johnson & 1436 flatbottom boat. Replaced plugs with NGK, replaced water pump, and rebuilt carb with kit. Starts fine, but doesn't seem to develop full rpms under load. Kind of wants to "surge" a little. Out of water, on the hose, it seems to run faster [don't have a tach so...
