So I finally got the boat working well. Ended up being the wrong impeller for my year. only off by 10 thousandths of an inch. Boat stays at 160 all day long.
Well might have figured out the issue . It looks like the low pressure fuel pump is on the top of the resevoir. Somehow likely during troubleshooting the previous owner got them swapped.
True GT40 heads only came on 93 mustang cobras, and 93-95 ford lightnings from the factory and had 3 vertical bars on front of heads. Gt40p's have angled sparkplugs and came on explorers and are 61cc as opposed to 65cc which bumps stock compression ratio.

Well i swapped the gaskets and put some aviation sealant on either side of it and slapped it back on the boat. I put both ends of the hoses into a bucket of water and poored some water in the hoses to prime the pump. I fired it up and immediately got some movement of water! After about 10...
