From what I read no start is just you don't hear anything, I did hear a click once, now nothing ever since. Had the batteries I have tested, they're good to crank. Also, I read about the emergency neutral switch inside the power/throttle box, haven't gotten in there yet.
I know the manuals are on eBay for sale. I just don't know where the fuses are or the inline fuse and look at this, it's like someone bypassed the wire harness a long time ago and left it like this. What looks like the starter cable was plugged into this half of the 5 pin harness coming out of...
This outboard has ran perfect since I was a kid all of a sudden no start no tilt, if anyone has a source I would greatly appreciate it.
