Took the trim motor out and tested it, it was locked up. The Clutch pack is good I removed and cleaned that, got a new trim motor and still just clicks, should I try and replace solenoids? They don’t seem like they are bad though, it puts the correct power out on either solenoid. Do you know...

I recently purchased this boat, and the power tilt doesn’t seem to work, I’ve tested the motor which was bad, and got a new one. Still doesn’t seem to want to work, it only makes a loud click. I’m getting power at the quick connect plug and at each side solenoid (one for up and one for down)...
