About a month or so ago my 4 hp tohatsu motor fell into the water as I was running it.
I got it back after being in the water about 1 minute, with in 3 hours I had drained the oil, and flushed it with a mix of gasoline and oil 3 times then replaced the oil with the correct oil.

The key to your problem is almost certainly incorrect seating of the drain/fill and/or vent plugs (not screws, plugs). They must have fresh crush gaskets (not washers) every time they are removed. Same if it uses "O" rings instead of gaskets.
