79 evinrude 140 trim up but not down, but it does make noise when trying to go down?

After research I thought it might be the relay but I'm not sure where it's at. This is a 1979 evinrude 140 on a 1978 fiberglass Lund. It has the trim motor and pump under the outboard, motor on left side and pump on right and I was messing with it yesterday, I added some hydraulic jack fluid...

can I synchonize my timing using a trashcan instead of a tank on a 140 hp?

I wasn't sure if it would be big enough to provide sufficient back pressure to adjust the timing and throttle, currently the idle screw is all the way screwed in and I want to adjust everything to get it running smooth again...right now with the idle screw all the way down I'm at around 550-650...

Adjusting idle on a 1978 Evinrude 140 hp crossflow motor (model 14083C)

I've heard that the timing and idle are combined on these motors. I'm not real familiar with how that works. I do know that my boat is idling at about 500-700 RPMs but it seems low as it dies often, expecially after running it hard for a while. I haven't checked the fuel pressure yet, but...
