    omc system check failure

    I have a 1995 50 hp evinrude with a vro, when i turn the key on nothing happens , NO HORN BEEP, THE SYSTEM CHECK DOES NOTHING, the horn works fine but there are no alarms. How do i start to trouble shoot the problem, and can i just mix oil in the tank until i correct it .IT was out in the sun...
