    OK. I checked compression, cold, because it doesn't start. 86 on upper and 74 on lower. Not sure of range it should be in, but obviously not within 10% of each other. I also had no spark on either cylinder. Thoughts? or where to start?

    '97 Evinrude 15hp Shifter adjustment(?) needed

    Thank you. That is EXACTLY the type of adjustment that I was looking for. It looks as though screwing #17 in or out will change the position of the little plastic lock mechanism on the rewind gear(what I'll call it) that is hanging up. I'll mess around with it and see.
