The low speed idle circuit in the carbs could be dirty, the carbs are not that hard to disassemble and clean get three new carb kits, I've done quite a few and if its running good at hi speed, It's usually the low speed jets.
I recently replaced the shift and throttle cables to my three cylinder 90 and Im finding that when going back to neutral, the shift lever sticks before it goes all the way down, if I touch it with my finger it will go all the way and idle at 1000 rpm but other wise it will stop at 1250 or...
You càn check the thermostat in a pot of boiling water to see if its working right. But to me logic dictates there is something blocking the line to the fuel cooler.
Try blowing air backward down the fuel cooler inlet line and see if anything pops loose., also check to see if the fuel cooler itself is blocked. If it is the fuel pump will eventually vapor lock and won't start till the temp cools off.
Yes, after 3 years it could very well be a stuck float, or a partially dirty carb. Take a carb bowl drain plug out and see how the inside surface of the plug looks if its shiny and clean your OK. If it is scaley in any way clean the carbs.
Oh, and you made a decent purchase, considering the price of a new 15 HP. Once you get the spark issue ironed out you should be in great shape, those are some good motors.
I was going to say to check continuity in your spark plug wires, but I see you are getting new wires. You can look to see if your ground wire for the top coil is corroded, sometimes that's all it is.

I was cleaning the carb on this motor and it was particularly nasty, the high speed jet wouldn't come out. I ended up ruining it. So I drilled it out and all is well but i hit the emulsion tubeonce or twice and cut it back about a 32nd. I am now worried that it will affect how the carb works...
I am resealing the lower unit on a 15 hp low profile Johnson. I pulled the brass shift rod bushing and replaced the seal and that nylon washer. I reinserted the bushing and drove it in and it stays about a 16th or a little less from being flush. I think it may have been flush before but I...
