We found out that my carb had no shutter and was just dumping fuel down so now we located one but I am not sure how the holes should line up. Does anbody know?

After a bunch or searching we found out my 88 Merc carb has no shutter, from what I understand this is what controls the fuel flow and so that would explain why it dumps out a ton of fuel and then wont run at anything more than an idle. First..I am correct on what this part is for and second...
Still trying to diagnose whats up with this 35 HP 1988 Merc. Now have it sort of narrowed down. 1 plug is soaked and obviously not firing. If the coil is bad wouldn't that make them both not fire? ANy ideas...it just dumps out fuel something fierce.
