    Water is getting in lower unit

    I put new plug gaskets and new oil, ran boat and water was in the oil. I found a small gouge in the lower unit where the gasket seats to the lower unit on the bottom filler hole.     Pulse from motor to tachometer?

    I have a 1997 Johnson 115 SPL. The pules is 12 so I set the tach at 6p. My question is can the pules from the stator be wrong and make the tach read low at high rpm but not at low rpm? If this can happen what can be done to find out?
