I have a 1995 Mariner 40 Hp ser # 0G269674 that has no spark to any cylinders. I started the motor and ran fine then died after about two minutes. I think it may be the stator. What would be the best way to troubleshoot the stator?

I'm looking for the best place to put mooring cleats on my pontoon. The railings come within an inch from the front and sides of the boat. Someone told me to put them on the trim along the outside edge of the boat but I don't know if that is the best spot?
