i cant seem to find where to put the "ears" to run this motor for the water intake. All other motors i worked with had holes in the lower unit but this one doesnt. does anyone know specifics on this?

i was wondering if the inline fuel filter is needed on my tohatsu motor. i recently installed a external fuel water separater filter. i am concerned that the fuel filter is preventing the proper flow of fuel. if possible i wanted to bypass the fuel filter on the engine.
this is what i already did, rebuilt carb - soaked in carb cleaner, changed fuel pump, new plugs.
this is what is happening, rough idle, very dirty plug only on one cylinder.
any suggestions will help, i dont know what else to look for.
