    Sounds more like a fuel delivery problem. If you are doing that rag test not on the lake just earmuffs you can get lots of unusual things since you don't the have back pressure on the exhaust. Can you have a buddy squeeze the bulb while you are on the water at your attempted speed.?

    that is correct, those relays have to be able to swap + to - in order to make up or down trim motor. The problem could be that the voltage going to the relay coils can sag or be temporarily interupted which sounds like what is happening if the relays can be heard charttering.

    Can you determine if the stator is ok by measuring the AC output of the yellow wires? I would guess that you should see at least 10V AC RMS at high RPMs since it sounds like it is an ungrounded winding full wave bridge diode setup.
