I've recently inherited a nice condition late 1980s bass tracker and have the motor running but now I'm onto the issue of it not peeing I've ran wire through the last hose to the telltale and got gunk out and replaced the impeller and pump gaskets and installed the key and made sure when putting the lower gear unit back in made sure the water outlet tube went in good, but it's still not peeing so next step I have is the thermostat but when looking at diagrams (SN-0B111701) there's one labeled "cylinder block and thermostat" yet I don't see any parts labeled as a thermostat there or on any diagrams list one. I've found where the thermostat would be there's a part called a coil cover and gasket. Any help to the thermostat or what to do next would be very helpful

1. Following the tube from the outlet to its source, what is it connected to?
2. If the empty housing you say you found may be where a stat is mounted on some engines of that class, take the cover off and crank the engine with the lower unit in water about 6 inches above the AV plate for a short test and see if the water pump is pumping. If it is, run the wire again down the hose and while the cover is off the source, run it through the casting outlet hose connection spot too.
If water doesn't seem to be filling the block and coming out your uncovered port, then you didn't get the water pump back together correctly.,,,,,,,,or,,,,, If you are testing in a barrel and the water level isn't above the AV plate as mentioned above, then your water supply is too low for the pump to suck it up and move it up to the engine block.
