Hard to steer, can i oil or grease unit

I/o or outboard? Rotary or rack? Power steering?

You can certainly grease a rotary or rack system for an outboard.
Can't do anything with the cable. If its binding, its time to replace it.

I/o and power steering systems can be a bit more involved.

First you need to determine if the steering system is hard to operate or the motor is hard to swivel.

Yes, but it depends on the steering type.

Cable steering: Grease the tilt tube and cable end with marine grease. Do not oil the cable itself.
Hydraulic steering: Do not grease; check and top up with the correct hydraulic fluid.

Avoid WD-40 as a long-term lubricant.
