    Are you sure that the yellow/red on the ignition switch is not putting 12v when turned to start? As boat doc posted, the 12v has to go through the control box before energizing the boost/ slave solenoid. Check the wires under the gauge panel also.

    To me the surface that contacts the block on the new starter appears to set the starter lower than the old one. Maybe it is an illusion but try to measure the relationship between the starter shaft and the contact pad.

    1” NPT pipe is plenty enough water supply. 1/14” I.D. hose will fit over it. Consider that in the drive there is a much smaller pipe which will deliver enough water for a sea water cooled 5.7 But as we know will not cool a fresh water cooled V style engine.

    When the drive is down does the steering go in both directions without a bind? Pump some grease into those fittings while the bolts are loose. I cannot imagine what would keep the drive from not being able to lift by hand with the quadrant gear removed.

    Remove quadrant gear and Stern leg is stuck in down position

    Remove the rubber bumpers and just loosen each of the mounting bolts 1 turn. There is no way the ball gears can restrict the drive from coming off. With the bolts loose you should be able to shake the drive enough to remove the quadrant gear.
