    Flywheel. I doubt that it is snagging on a Coil, as you are able to rotate the Engine with the Plugs out. No need to drop the Gearcase to check for water, just loosen the Drain Screw, and if water comes out, or the Oil looks like Irish Creme, further testing/inspection required

    Perhaps you should remove the Plugs and pull the Starter Cord, rapidly for, say , about 50 pulls. You may have poured enough of the Snake Oil in to cause Hydro-Locking.

    What is the Serial #? There are many 9.9s and the Serial # is need to access the proper Parts Diagram. On some 9.9s there 2 Vent Screws side by side. Some JB-Weld Quick might permit the screw to be pulled on as it is rotated

    Normally I would say; No. Changing the prop is not going to give you any more speed. For that you need more power. That said, what is the WOT Rpm range for that Engine? If you are under propped, then an increase in pitch will bring down the Rpms and might give you another 1/2 - 1 mph more top speed
