    Tim, Pretty sure no manual primer on that model. I have one and it's a choke. I'm guessing weak spark, still something in carb/float or plastic carb parts.

    I'll give you some pictures of mine in a few right after I finish my steam bath. Throttle handle is easy to take apart just don't loose any parts.

    Did you pump the primer bulb on the gas line when it fell off it's face? If not try that, that would indicate a bad fuel pump.

    Send pictures of the motor so we can verify the vro has not been removed or caped. Bunch of shots from the port side. If there is a working vro then you shouldn't be mixing your gas. This is assuming I'm reading you right.
