    You have to adjust each individually, for best Idle, in gear. It will take several rounds. If one carb is a lot different than the other 2, then checks for Air Leaks, or High Fuel Level in the Carb.     The 2 trapped Nuts can be utilized to push the housing down. I would put something between the nut and the house, just to prevent the nut from Machining the housing You don't need to drop the case to change the Oil, doing so actually makes it more difficult.

    I remember our 57 35hp having pretty much the same Interlock The Cable Length should be Adjustable where Casing anchors to the Motor. It isn't too difficult to set it to permit full travel of both the Linkage on the Motor and the Throttle Lever

    Mercury did use an Insulator Blanket inside the Cowl Wrap on a lot of motors. All the ones I ever saw were inside a Plastic Envelope. Of course over time, Plastic degrades and the material inside will come out. Any Pics?

    Those engines are quite Tolerant of Flooding, they burn about the same amount of Gas at Idle as they do at WOT
