I installed a bomar inspection hatch on the bow of my sailboat. It seems to pool up inside and leak past the existing gasket. is this a common problem?

I just purchased this motor. The throttle handle and assembly seem to be messed up. Anyone have any ideas about where to find these parts? Looked around on the internet, but they don't seem to be available.
