I have a 1986 mercury 25hp with the multifunction tiller handle. In the winter below 35 degrees the handle freezes up and wont turn so i camt shift into forward or reverse. I dnt believe its the handle its down inside the lower part of the motor. It dnt have any water in it. Does anyone have any...
