bottom thread fitting is inlet. top fitting outlet. discharge from washdown pump to the inlet of the pump is the lower hose fitting.
are you measuring your transom at the transom angle, or vertically?
a manual jack plate is just that, you mount the engine and adjust as needed
a powered jack plate is normally used in conjuntion with tilt to adjust motor for depth and other factors.

if its a tuliped valve you only need a valve job and a new valve. not a new block
find a different mechanic
however if you do not get that motor running ASAMFP after ingesting water, especially salt water, then you will need a new block AND heads
since your motor has now had salt water in it...
no, the next step is to pull the motor and the intermediate housing (as a unit)
because your boat is now 40 years old, expect to find rotten motor mounts and stringers

I agree with above. Build a stroker with a SCAT crank and rods, rortec heads, and LCQ style pistons and have it ready to swap when your motor gets a bit more worn
Surprised at your low compression numbers with such low hours. Would suggest a leak down test
