That's a standard deep cycle lead acid and full charge should be 12.7V
Your higher readings just means your meter is off a little. No biggy just something to note
You can but by the looks of the pics start by removing all the cables and wires and clean them up to shinny metal. Also the ground cables. There is a lot of corrosion.

Could be the IAC is just not responding quick enough, but most times I'll see the counts higher. With it down in the lower numbers, it's almost closed. IAC can go to 100
It will be ok, just run a bit cooler. The restricted gaskets help keep the manifolds warmer and all over pressure water exits the elbow. The unrestricted will send more water thru the mans before it exits

You sure that's the return line and not on the pressure side?
If should come from the ram, thru cooler to reservoir tank, "open flow" no restriction

Running on 2 cyl then later run on 4, this would be in the distributor and wires most likely. Get a spark gap tester and install one at a time on each plug to see what it looks like
