if you have a leak and the gearcase has water in it and you wait until after winter. your bearings will be rusted and your case will bust due to freezing.
best to do that prior to winter storage

stating about the filter on the pump leads me to a late 80's. does it have points? if so, service them and set the dwell with a meter, then set timing.
you do not drain from the core plugs
there is no such thing as a "freeze plug" they are core plugs to get the casting sand out of the core of the motor during the casting process. no way they will ever protect a motor from freezing.
