I have a 2008 q4 fs tahoe and the retractable safety cables are not retractable anymore they both are extended and will not retract.. anyone having the same problems . any fixes?

Just Purchased New 2008 Q4fs Boat (left Over 2008)
Took It In Water And Found Out Stering Locks Up When It Is Turned Al The Way To Left Or Right Having To Wait A Bit To Release Back To Normal.. Any Ideas Someone Told Me It Needs To Be Adjusted
