Can't get reverse to engage. When I put it in reverse i can hear it trying to engage (clicking noise) but it never fully engages. Didn't know if it had the wrong oil in lower unit so I changed - still nothing? Any help would be appreciated.

I recently replaced the top two coils (the bottom one had previously been replaced) and now when I try to run with the cover on it acts like its only running two cylinders. When I take the cover off it runs great. I'm assuming its an exhaust problem but I don't remember messing with anything...
