A motor needs a predetermined amount of fuel and a specific time when the spark plug burns it. Anything outside of that spec can cause issues Many time vibration could also be other things such as the motor not put together correctly

Got it thanks You have a Delco EST distributor because a shunt is needed. With it not being set according to the manual, there is no way to get it to run right, other then trial and error. Need to find out why it was not able to be set using the shunt Either they didn't have the shunt or...

You have another thread going listing rich fuel mix. Installing a new distributor will not make it run rich. Most likely the carb got some crud in it and now it flooding. Need to clean/rebuild the carb

The fuel pump is working so the relays are working. If the pump had trouble turning ON, then first thought would be swap the two. One is Main Power Relay (MPR) the other is FP Having low pressure would not be a relay problem
