    70 hp evinrude bogs down

    my 1985 evinrude 70 hp outboard works fine out of the water. however whenever you put the motor in water the motor will idle just fine but will die when shifthing into forward or reverse. I'm stumped. just cleaned out the carbs and replaced all fuel lines, but same problem. please help?
