    150hp evinrude,wont idle or idles at 1400rpm's

    HELP!!!'96 loop charged evinrude 150,idles at 1400rpm's or it wont idle at all,have to overide neutral and choke it to start,runs good wide open but when you back down the throttle rpm's dont come down and engine revs way up and i have to key it off
