Where does one hook a portable tachometer on the motor...how does one do it...and where can i purchase one for a reasonable price?

I just bought a boat and need some help...there isn't an information plate attached anywhere that i can find on the boat...i did look at the back, starboard outside...not there either...the decal/paint on the side of the boat says "Fisher Hawk 3V"...its a 16 ft, aluminum bass type boat...title...
Be gentle...i'm new to this...I just bought a used boat and motor...1991 aluminum Fisher Hawk 3v bass boat (says it on the side) and Mercury 40 hp... I'm trying to figure somethings out...the S/N on the motor is 0D041539...can someone tell me the year and HP based upon that S/N? Second question...
